Raphael Bello is the Director for Finance and Human Resources at CERN.

Following his studies at the ESSEC Business School, the Institut d’études politiques de Paris and the École nationale d’administration, Raphaël Bello held several positions in the French civil service, in the Ministry for the Economy and Finance and the Ministry of Foreign Affairs. He was mainly responsible for export finance policy and international economic relations in the context of cooperation and development programmes. At the European level, Raphaël was posted to the French Representation to the European Union in Brussels to oversee trade policy (including international negotiations at the World Trade Organization). More recently, he spent five years as Member of the Board representing France at the European Bank for Reconstruction and Development, an international organisation for private-sector development based in London.
